Specific contexts and behaviors contribute to
the implementation of guidelines for information
literacy.
Comment
Policy has a better chance of success if it is directly
related to an existing program at the local level,
that is, if it reflects existing best practice. Benchmarked
against this, program evaluation can be an effective
starting point for the implementation of new policies
and models.
Polices and guidelines require clarity, such that
the proposed model is understood by decision-makers.
Implementation plans need to be developed education
agencies.
Adoption is facilitated by the innovative capacity
or problem-solving orientation of the school district,
by the active leadership of the superintendent and
school board and their understanding, by the existence
of a state policy and effective program model, and
by access to new funding.
State consultants work actively and effectively in
a variety of ways to implement national standards in
spite of having no regulatory powers. Like teacher-librarians,
they too are challenged by individual perceptions,
economics, technology and educational reform efforts.
